Coroner says water played a part in Black River death

The Butler County coroner says the man found in the Black River on Thursday was not a drowning.

The body of David Owen, 41, of Poplar Bluff was found Thursday.

According to Jim Akers, Butler County Coroner, it was not a true drowning death. Water did play a part in his death, but other physical problems were involved, according to the coroner.

The autopsy rules out foul play, said Akers and toxicology reports will have more details later.

Witnesses say Owen was in the river when a fight broke out. They got out of the water and when they got back in Owen was gone. Water Patrol crews found Owens body in the water Thursday morning around 10:30.

At the request of Missouri Gov. Jay Nixon, the Federal Emergency Management Agency (FEMA) has extended the deadline for renters, homeowners and business owners who suffered damage from the severe storms, tornadoes and flooding to register for state and federal disaster assistance.

The new deadline is Aug. 26, 2011, according to FEMAs joint field office in Columbia, Mo.

"If you had damage, you must register with FEMA by Aug. 26, 2011. Don't prejudge your situation or feel that you may be taking something away from your neighbor," said Federal Coordinating Officer Libby Turner.  "We want to make every effort to reach all Missourians and ensure that they receive assistance for eligible losses."
